    On February 15, 2022, Hometown Communications, LLC, the Licensee of WIRY (AM), 1340 KHz, Plattsburg, New York filed an application with the Federal Communications Commission for License Renewal.     lines on Plattsburgh's main downtown streets continued, limiting traffic for downtown

    merchants. WIRY ran FREE commercials for about a dozen downtown businesses,

    informing the public that they were still open for business. The free ads ran five times per

    day, seven days a week.

    NY SENIOR NUTRITION PROGRAM WIRY ran news stories and public service

    announcements about the program.

    STOP DWI A crackdown occurred during the 4th of July holiday period. WIRY ran

    interviews and public service announcements.

    SOCIAL SECURITY Every weekend, WIRY runs a new interview with an official from

    the local social security office, making listeners aware of programs and services available.

    ALZHEIMER AWARENESS MONTH Interviews, news stories and public service

    announcements were aired during the period.

    N95 MASKS As Covid-19 numbers began rising, WIRY ran public service announcments

    on the availability of new masks.

  • RAIL DISASTER RESPONSE Dozens of rail cars containing toxic chemicals pass

    through Clinton County every day. Wiry did news stories and interviews on the dangers of

    the toxic materials and what is being done to prevent mishaps.

    FOREST RANGERS The state DEC experiencing a shortage of forest rangers. WIRY ran

    interviews and pubic service announcements to make the public aware of career opportunities.

    BUCKLE UP IN BACK SEATS The new law brought attention to the need for back seat

    passengers to buckle up. PSA's and news stories were featured.

    MASS CASUALTY TRAINING was held locally. Station provided interviews and public

    service announcements.

    FIRE DANGER ACROSS THE STATE The state issued warnings about fire dangers. WIRY

    ran announcements.

    STOP DWI Crackdowns were held for New Year's Day and St. Patrick's Day, two of the

    largest arrest periods for impaired driving. WIRY ran interviews with officials and PSA's.

  • WIRY conducted interviews and aired stories and/or public service announcements on the

    following issues:

    CHAMPLAIN CUSTOMS AND BORDER PROTECTION: This sector was the top one in

    the country for arrests for illegal crossings between Canada and the U.S. Immigrants were being

    bused from New York City to Plattsburgh, then taxied to the border crossing at Roxham Road in

    Champlain to cross illegally and be granted asylum. There was a dramatic increase in crossings

    this year. Also, immigrants were crossing from Canada into the US. Several interviews were

    conducted with local officials.

    ANTIBIOTIC AWARENESS WEEK: A statewide initiative. We interviewed health department

    and other officials and ran several news stories.

    HOLIDAY AND DISASTER SCAMS: BBB and Consumer Protection interviews on numerous

    holiday scams and several disaster scams that recently were found.

    HOLIDAY DWI CRACKDOWN: STOP-DWI official interviewed and numerous news stories and

    PSAs were aired on the dangers of drunk and drugged driving.

    ADDICTION PREVENTION FOR OLDER ADULTS: News stories and public service announcments

    on the growing addiction problem for older adults.

  • WIRY conducted interviews and aired stories and/or public service announcements on the

    following issues:

    MASTER PLAN FOR AGING: In conjunction with the NYS Department of Health, WIRY

    ran news stories and public service announcements on a series of Town Halls on the state's

    Master Plan for Aging. Interviews were aired from local and state health officials.

    GUN VIOLENCE PREVENTION INITIATIVE: The state Department of Corrections and

    Community Supervision (DOCCS) implemented the Supervision Against Violent Engagement

    Program (SAVE) in an attempt to reduce gun violence among individuals under parole

    supervision. Several interviews were aired, along with PSA's.

    DRUNK DRIVING PREVENTION: The July 4th holiday weekend is traditionally one of the

    highest rates of arrests for driving while intoxicated. WIRY aired news stories and public service

    announcements from Oneida County STOP-DWI and interviewed its director.

    following issues:

    BABY FORMULA SHORTAGE The shortage was affecting people across the region and

    country. We talked with the Clinton County Health Department and other officials about the issue.

    NURSES WEEK During National Nurses week, WIRY talked with hospital officials about the

    critical shortage of nurses. The local CVPH medical center continues to rely on “visiting nurses”

    to fulfill critical shortages.

    PRIMARY DAY CHANGE The primary election date was changed this year. We spoke with

    Clinton County Board of Elections officials and ran PSA's promoting the change.

    TICKS WIRY ran a 5 day series during local news on the tick problem. Clinton County Health

    department officials were interviewed.

    HOLIDAY MATCH. THE COMPANY MATCHES, DOLLAR-FOR-DOLLAR, DONATIONS

    FROM CUSTOMERS. WIRY DID FOUR REMOTE BROADCASTS FROM AREA STORES

    IN SUPPORT OF THE DRIVE. THE MONEY RAISED STAYS IN THE REGION TO ASSIST

    THOSE AGENCIES HELPING CHILDREN. WIRY THEN AIRED ANNOUNCEMENTS

    URGING AGENCIES TO APPLY FOR FUNDING. OVER 1 MILLION DOLLARS WAS RAISED

    DURING THIS YEAR'S CAMPAIGN.

    SCHOOLS AND COVID-19

    WITH THE COVID-19 PANDEMIC CONTINUING, SCHOOLS WERE FACED WITH

    ON-AGAIN, OFF-AGAIN DISTANCE LEARNING AND IN-SCHOOL SESSIONS. WIRY

    INTERVIEWED SCHOOL OFFICIALS THROUGHOUT THE AREA ABOUT THESE

    CHALLENGES AND BROADCAST THEIR SCHEDULES.

    CLINTON COUNTY CHRISTMAS BUREAU

    AGAIN THIS YEAR, WIRY PARTNERED WITH THE CLINTON COUNTY CHRISTMAS

    BUREAU, COLLECTING NEW TOY AND FUNDS FOR LESS FORTUNATE CHILDREN.

    WIRY DID REMOTE BROADCASTS FROM THE CHRISTMAS BUREAU. THE DRIVE

    WAS, ONCE AGAIN, A BIG SUCCESS.

    WAS INTERVIEWED SEVERAL TIMES ON THE IMPACT OF TRADE BETWEEN THE TWO

    COVID-19 VACCINES AND MASKING

    AS VACCINES BECAME MORE WIDELY AVAILABLE, WIRY INTERVIEWED LOCAL

    URGING PEOPLE TO THINK ABOUT BECOMING A STATE TROOPER, AS THEIR RANKS

    WERE SHRINKING. WE AIRED HUNDREDS OF THESE PSA'S DURING THE YEAR.

    HIGH SPEED INTERNET

    WHEN REMOTE LEARNING FOR SCHOOLS BECAME WIDESPREAD, WIRY AIRED

    INTERVIEWS WITH STATE AND LOCAL OFFICIALS, URGING THE STATE TO ESTABLISH

    HIGH SPEED INTERNET SERVICES IN SPARSLY-POPULATED AREAS OF THE NORTH

    RADIO STATION. REGULAR INTERVIEWS AND LIVE REMOTES WERE AIRED.

    STEWARTS MATCHES CUSTOMERS' DONATIONS PENNY-FOR-PENNY AND THE FUNDS

    ARE THEN DISTRIBUTED TO LOCAL ORGANIZAITONS WHO HELP CHILDREN. THE

    EFFORT REALIZED WELL OVER $1 MILLION DOLLARS.

    THE CANADIAN BORDER REMAINED CLOSED, CAUSING BUSINESSES TO CUT HOURS

    AND EMPLOYEES. WIRY BEGAN A PROGRAM CALLED “LOOK WHOSE HIRING” TO

    HELP BOTH EMPLOYERS AND THOSE SEEKING EMPLOYMENT TO SECURE

    EMPLOYMENT.

    MENTAL HEALTH/SUICIDE PREVENTION

    CONCERN BEGAN TO INCREASE REGARDING MENTAL HEALTH. THE COUNTY

    HEALTH DEPARTMENT DID SEVERAL INTERVIEW PROGRAMS ON WIRY TO MAKE

    THE PUBLIC AWARE OF THE MENTAL HEALTH SERVICES THAT WERE AVAILABLE TO

    THOSE IN NEED.

    DRIVING WHILE INTOXICATED

    DRIVING WHILE INTOXICATED AND DRIVING WHILE ABILITY IMPAIRED BY DRUG

    ARRESTS WERE INCREASING. WIRY PARTNERED WITH CLINTON COUNTY STOP DWI

    TO AIR PUBLIC SERVICE ANNOUNCEMENTS. WIRY INTERVIEWS THE STOP DWI

    COORDINATOR DURING THE NUMEROUS TIMES THROUGHOUT THE YEAR THAT

    DRUNK DRIVING CRACKDOWNS ARE HELD, INCLUDING NEW YEARS, SUPER BOWL

    WEEKEND, GRADUATION TIME, JULY 4TH, LABOR DAY, HALOWEEN, AND THE

    HOLIDAY SEASON. THESE ARE AIRED DURING MOST NEWSCASTS WHILE THE

    CRACKDOWNS ARE IN EFFECT.

    THE CLINTON COUNTY HEALTH DEPARTMENT HELD WEEKLY UPDATES WHICH

    INCLUDED LOCAL HOSPITAL OFFICIALS AND COUNTY LEGISLATIVE REPRESENT-

    ATIVES. THE STATE DESIGNATED THE FOUR COUNTY AREA OF CLINTON, ESSEX,

    FRANKLIN, AND ST. LAWRENCE COUNTY AS A “REGION”. CLINTON COUNTY

    LEGISLATIVE CHAIRMAN MARK HENRY CHAIRED THE REGION AND REGULARLY

    REPORTED ON COVID-19 RELATED EVENTS, INCLUDING NUMBERS OF INFECTIONS,

    HOSPITALIZATIONS AND DEATHS. THE GOVERNOR'S DAILY PRESS BRIEFINGS WERE

    AIRED ON WIRY.

    BUSINESS CLOSINGS

    DURING THIS TIME, RETAIL BUSINESSES THROUGHOUT THE AREA BEGAN TO SUFFER.

    THE CANADIAN BORDER WAS SHUTTERED, STOPPING OUR NEIGHBORS TO THE

    NORTH FROM SHOPPING IN PLATTSBURGH, A LARG PERCENTAGE OF THE YEARLY

    SALES FIGURES.

    WIRY BEGAN LISTING MENUS FROM ABOUT A DOZEN AREA RESTAURANTS, IN AN

    EFFORT TO HELP THEM SURVIVE THE DECREASED BUSINESS. ITS ESTIMATED THAT

    $8000. IN FREE ADVERTISING WAS AIRED.

    SUNDAY MASS

    AS PEOPLE FEARED BEING EXPOSED TO THE PANDEMIC, WIRY BEGAN AIRING THE

    SUNDAY MASS FROM ST. MARY'S CATHEDERAL IN OGDENSBURG. THE BISHOP

    WELCOMED THE AIRING OF THE CATHOLIC MASS AND WIRY HAS CONTINUED THAT

    PRACTICE THROUGH THE YEAR.

  • HISTORY: HOMETOWN COMMUNICATIONS, LLC PURCHASED WIRY AM ON

    DECEMBER 29, 2019. PRIOR TO THAT TIME, THE STATION HAD A MOSTLY ABSENTEE

    OWNER WHO DID LITTLE OR NOTHING TO MAINTAIN AND/OR UPGRADE THE

    STATION EQUIPMENT AND FACILITIES. MORALE WAS LOW. DURING THE FIRST HALF

    OF 2020, THE NEW OWNERS WERE CONCENTRATING ON IMPROVING THE STATION.

    ADDITIONALLY, AN FM TRANSMITTER WAS SUPPOSEDLY PURCHASED WITH THE

    SALE. HOWEVER, THE PREVIOUS OWNER SOLD THE TRANSMITTER TO ANOTHER

    PARTY AND EFFORTS TO HAVE IT RETURNED PROVED UNSUCCESSFUL. WITH ONLY

    THE AM SIGNAL, THE NEW OWNERS BEGAN THE PROCESS OF “STREAMING” THE

    SIGNAL VIA THE INTERNET.

    ISSUES IN THE FIRST QUARTER OF 2020

    LATE IN FEBRUARY, THE WORLD WAS HIT WITH THE COVID-19 VIRUS.

    THIS EVENT IMMEDIATELY TRANSFORMED THE OPERATIONS OF THE STATION, WHICH

    IS LOCATED JUST ½ HOUR FROM THE CANADIAN BORDER. THE BORDER WAS SHUT

    DOWN TO NON-ESSENTIAL TRAFFIC. THIS CRIPPLED RETAIL TRADE IN THE CLINTON

    COUNTY AREA AND MANY RETAIL OPERATIONS EITHER CUT BACK THEIR HOURS OF

    OPERATION OR CLOSED.

    BOTH THE CLINTON COUNTY GOVERNMENT AND NEW YORK STATE GOVERNMENT

    BEGAN ALMOST DAILY BRIEFINGS AS THE PANDAMIC GREW. WIRY CARRIED THESE

    BRIEFINGS AS THEY OCCURED. IT QUICKLY BECAME THE NUMBER ONE ISSUE FOR

    THE AREA.

    NURSING HOMES AND HOSPITALS

    CLINTON COUNTY HAS A LARGE RETIRED POPULATION. AS THE VIRUS SPREAD,
